Is it possible for a non US citizen to drive legally in the US?

My boyfriend is Indian but has been living in Italy on a student visa for the last 2 years. In August he is coming to the US to visit for a month (on a visitor's visa). We would like to take a road trip for part of the time that he is here, and it would be really nice if he could share the driving duties. Is there any way for him to get a drivers license/permit while he is here? I live in Washington state.
