How can I get an emergency temporary custody order without hiring a lawyer?

I have a 14 year old step son who was removed from his mother's home in February and placed with us due to abuse. She lives in Oregon, we live in Washington. My husband is working out of town and only home on weekends so he has not been able to get into our local court to file a change of custody. He has an attorney handling the abuse case in Oregon but he won't handle the custody in Washington. We were just informed today that the state of Oregon is dropping the abuse case and as of Friday, his mother will have custody back. She has only called him once in 4 months, there is a history of abuse, over 300 pages of CPS reports dating back to 2001 but she comes from money and mommy has bought her way out of everything. My step son does not want to go back, this last incident, she slammed his head against the counter, then when he ran up the stairs to go to his room, she grabbed him by the ankles, pulled him back down the stairs and repeatedly kicked him in the stomach until he was bawling. With my husband out of town, what can I do to get some kind of emergency order so that Friday she does not take him back?
